The UNDP Office of Human resources (OHR)/Talent Acquisition and People Programme (TAPP) works to enable the development of new strategic staffing and talent acquisition initiatives with a view to build a Centre for Excellence in Talent Acquisition and Management that caters to UN system agency clients as well as other potential partners. The TAPP/JPOSC y supports corporate entry level talent programmes, including Junior Professional Officer, the African Young Women Leaders Fellowship (AYWL) and UNDP Graduate Programme.

The AYWL Fellowship Programme is a joint programme of the African Union and the UNDP Regional Bureau for Africa (RBA). The Programme seeks to: i) equip outstanding young women leaders with the leadership skills and experience required to advance the SDGs and contribute effectively to decision making in public, private and multilateral institutions; ii) create a diverse pool of talent to enhance UNDP’s organisational efficiency and contribute to more responsive and effective policies and programs; and iii) develop a network of African young women professionals that engages in promoting innovative, sustainable and inclusive development through South-South development exchange. The first cohort of AYWL Fellows completed their assignments in March/April 2021 and the second cohort will be launched in mid-2021.

The second cohort will include 20 positions with UNDP country, regional and headquarters offices. The recruitment campaign will be launched in August and it is anticipated to be a high-volume recruitment with a minimum of 5-7000 applications for the 20 positions.

UNDP is looking for a junior consultant to support in coordinating the recruitment process for the selection of the second cohort of AYWL Fellows. The junior consultant will have a particular focus on the operational aspects of recruitment, which includes vetting and screening of candidates, planning, organizing and facilitating interviews, collecting and verification of references and interacting with candidates, receiving offices/hiring units as well as other stakeholders.

The junior consultant will support the candidate experience throughout the recruitment process.

Duties and Responsibilities
1. First and second phase screening of candidates

  • Support first phase screening, including screening and verification of applications against corporate requirements as per the vacancy announcement and TORs.
  • Support second phase screening, including qualitative review of submitted applications against TORs (250 candidates to be selected).
  • Prepare regular monitoring reports with key data on applicant pool, including nationality, age, academic degrees.

2. Third and fourth phase screening of candidates

  • Support third phase screening, including review of technical assessment in collaboration with RBA identified assessors (150 candidates to be selected)
  • Support fourth phase screening, including organisation of recorded video interviews, preparation of interview questions and compilation of interview reports (40-50 candidates to be selected)
  • Solicit and verify reference checks.
  • Prepare and maintain selection records.
  • Act as focal point for communication with candidates in process.

3. Final selection of candidates for roster

  • Support finalization of pool of candidates for the AYWL Cohort 2 Roster.
  • Support proposed matching of candidates against positions (2 candidates per position) for presentation to Regional Bureau of Africa.
  • Facilitate the presentation/selection of candidates in collaboration with RBA and hiring offices for final identification of successful candidates.
  • Communicate outcome with successful and not successful candidates.
  • Support and initiate onboarding of identified AYWL Fellows, cohort 2.

IV. Reporting and Working Arrangements
The consultant will report to the HR Specialist and Chief of Talent Acquisition and Peoples Programme, Office of Human Resources (OHR/TAPP).

The consultancy will be home based with regular virtual meetings with the HR Specialist/Chief of OHR/TAPP. The consultant will hold virtual meetings will key stakeholders as applicable, hereunder Regional Bureau for Africa Project Manager and hiring offices.

The consultant will be responsible for the fulfilment of the deliverables as specified above.

  • Demonstrated enthusiasm and commitment to learning.
  • Commitment to UNDP vision, mission, and values and knowledge of UN work environment an advantage.

Required Skills and Experience

  • University Degree in HR, Business, Political Sciences or other related field


  • Experience with administration of recruitment processes, including vacancy-management, reporting and note-taking.
  • Prior experience from an international organization will be considered an asset.
  • Experience with managing of large data files in excel.


  • Excellent written and oral communication skills in English.
  • Working knowledge in French will be an asset.

Application Procedure
Candidates are requested to submit an application including: 1) a CV outlining previous experience in areas related to this Terms-of-Reference, and 2) a brief financial proposal including a daily fee (to be uploaded as one file).

Given the short-term and time-bound nature of this consultancy, a desk review will be conducted to determine the final candidate.

Evaluation process and contract award
The selection of the best offer from the candidates will be based on a combined scoring method – where the technical criteria -qualifications and experience will be weighted a maximum (70%) of 70 points and the Financial criteria will be weighted a maximum (30%) of 30 points out of 100 points. When using this weighted scoring method, the award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

a) responsive/compliant/acceptable, and

b) Having received the highest score out of the pre-determined set of weighted technical and financial criteria specific to the solicitation.

Criteria for the selection of the best offer

Technical evaluation (desk review) - Total 70% (70 points):

  • Knowledge of or direct experience in the area of recruitment administration activities (35 points)
  • Experience with high volume recruitments (10 points).
  • Prior experience with an international organization (10 points)
  • Prior experience in managing large data files and reporting (10 points)
  • Excellent written and oral communication skills in English – working knowledge in French is a strong asset (5 points)

Financial evaluation – Total 30% (30 points)
The financial proposal shall consist of a Letter to UNDP Confirming Interest and Availability - please fill in the attached form https://popp.undp.org/_layouts/15/WopiFrame.aspx?sourcedoc=/UNDP_POPP_DOCUMENT_LIBRARY/Public/PSU_%20Individual%20Contract_Offerors%20Letter%20to%20UNDP%20Confirming%20Interest%20and%20Availability.docx&action=default); The financial proposal shall consist of an all-inclusive lump sum for the whole duration of the contract period, which shall include the consultancy fee. The financial proposal shall also contain a breakdown of these costs. The lump-sum/contract price is fixed regardless of subsequent changes in the cost components.

Working arrangements
UNDP will provide office space, working equipment, access to internet and a printer during the assignment if served in duty station, Copenhagen.

If Home based assignment the consultant will provide necessary working equipment him/herself.

Payment modality
Payments are to be made based on an all-inclusive fee and upon delivery of the services specified above and deliverables accepted and upon certification of satisfactory completion by the manager.
