Your team You will be part of the Oversight Division in the Directorate General Market Infrastructure and Payments. Our Directorate General has 200 staff who work to ensure that Europe’s financial markets can rely on safe and efficient market infrastructure. We embrace innovation and enhance European integration. Our responsibilities are threefold: we provide payment and securities settlement infrastructure under the TARGET Services brand, we work with the financial sector to promote innovation and the harmonisation of business practices across Europe and we oversee financial market infrastructures and payments.
In your role as an Oversight Expert, you will be part of the Payment Systems team or the Securities Settlement team responsible for overseeing systemically important payment systems and assessing securities settlement systems respectively and developing and maintaining oversight policies and frameworks. You will work closely with central banks and various European and international authorities.

Your role As an Oversight Expert you will:
- define and review oversight policies, frameworks, methodologies and procedures, coordinating input from various sources to ensure that strategic and diverse perspectives are taken into account;
- assess pan-European systemically important payment systems and/or securities settlement systems against applicable regulations and oversight expectations, including in relation to operational performance, risk developments and technical changes;
- assess the risks to payment and/or securities settlement systems arising from third-party service providers and cyber threats;
- analyse the impact on payment and/or securities settlement systems from regulatory changes, market developments or emerging risks in the area of payments and financial market infrastructures;
- organise and conduct meetings with overseen entities, market participants or other authorities;
- work with colleagues from other ECB business areas and counterparts in various European and international authorities;
- represent the Oversight Division in various working groups and European or international fora;
- ensure the ECB’s values are reflected in your daily work and interactions with others, and guide and coach trainees and junior colleagues.

Qualifications, experience and skills Essential:
- a master’s degree or equivalent in business administration, economics, finance, STEM (science, technology, engineering or mathematics) or another relevant field (see How you can join us for details on degree equivalences);
- in addition to the above, a minimum of three years’ professional experience in one or more of the following fields: oversight, supervision, policy or operations of financial market infrastructures or related entities;
- a thorough understanding of the financial system, including its regulatory and supervisory framework;
- a sound understanding of the payments/securities settlement ecosystem and the latest innovations;
- a good understanding of financial and operational risk management;
- proven experience in drafting and presenting complex dossiers for internal and external audiences;
- an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.
Desired:
- proven experience in conducting risk analysis in the field of financial market infrastructures;
- experience in building and managing relationships with various stakeholders.

Further information The contract(s) offered will be short-term ESCB/IO, the appointment being for six months as of the exact starting date of the selected person, extendable to up to 36 months. Candidates must have a contract of employment with their home institution for a period of at least one year beyond the duration of the ECB contract being offered.
